State transportation officials are scrapping the PM Contraflow Project. Crews have been working on adding the contraflow lane on the H-1 Freeway from Halawa to Waikele. But that won't happen. Instead, transportation spokeswoman Caroline Sluyter says crews are creating an extra lane from Halawa to the Pearl City exit and also widening the areas of the H-1/H-2 merge out towards Waikele. An afternoon shoulder lane is also being built from Pearl City to Waipahu. The DOT decided the $3 million a year price tag for operations and maintenance for a zipper lane was too much. The new lanes are scheduled for completion in December.
