Hawaii Medical Service Association, the state's largest health insurer, is proposing a 12.8 percent rate hike for most of the 77,000 small-business workers who offer HMSA. The health insurer is blaming costs related to Obamacare for the need to increase the rates. If approved by the state, health insurance premiums will increase for about 8,100 employers renewing health plans on July 1st.
