City Budget Becomes Law Without Mayor's Signature

Honolulu's $2.16 billion operating and capitol improvements budget will take effect when the 2014 fiscal year begins on July 1, without Mayor Kirk Caldwell's signature. The mayor is letting it go through without signing it, because he objects to several changes made by City Council members that he believes will make it more difficult for his administration to operate.
